Trafficking in Persons Accountability Act of 2007 - Amends the federal criminal code to grant U.S. courts additional extraterritorial jurisdiction over criminal offenses involving peonage, slavery, sales of persons into involuntary servitude, forced labor, trafficking in persons, and sex trafficking of children if: (1) the alleged offender or victim of any such offense is a national or permanent resident of the United States; or (2) the alleged offender is present in the United States, irrespective of the nationality of such offender.

Prohibits U.S. prosecution of an alleged trafficking offender who is prosecuted by a foreign government whose jurisdiction is recognized by the United States, except upon the approval of the Attorney General or the Deputy Attorney General.

Constitutional Amendment - Prohibits denying or abridging equality of rights under the law by the United States or by any State on account of sex.

Supports the goals and ideals of a National Suffragists Day to promote awareness of the women suffragists who worked for the right of U.S. women to vote.

Expresses the sense of the House of Representatives that: (1) the full realization of the rights of women is vital to the development and well-being of people of all nations; and (2) the Senate should, therefore, give its advice and consent to the ratification of the Convention on the Elimination of All Forms of Discrimination Against Women.

Acknowledges the observance of March 8, 2007, as International Women's Day.

Applauds the enactment of the Legal Capacity of Married Persons Act by the Kingdom of Lesotho.

Lauds the Kingdom of Lesotho for demonstrating its commitment to improve gender equity.

Commends the Millennium Challenge Corporation (MCC) for developing and implementing policies to advance gender equity in the Kingdom of Lesotho and other countries eligible for MCC financial assistance.

Expresses the sense of the House of Representatives that all workers deserve fair treatment and safe working conditions.

Honors Dolores Huerta for her commitment to the improvement of working conditions for farm worker families and the rights of women and children.

Welcomes the commitment of the government of the Kingdom of Saudi Arabia to reform its judicial system.

Condemns sexual violence in all forms.

Urges the government of the Kingdom of Saudi Arabia to: (1) address the problem of violence against women in Saudi society, to promote equal treatment of women in the country's legal system, and to ensure that victims of sexual violence are not punished for the crimes committed against them; and (2) overturn the sentence of the "Girl of Qatif."

Condemns the Saudi judiciary for convicting the "Qatif Girl" on the charge of being alone in a car with a man she is not related to, as well as for the inhumane punishment to which she was sentenced.

Calls on the Kingdom of Saudi Arabia to: (1) overturn the conviction and to drop all charges against the Saudi rape victim known as the "Qatif Girl" and (2) abolish such law as well as other laws that compromise women's freedom, dignity, and equality.

Expresses sympathy for the "Qatif Girl."

Condemns rape as an inhumane act.

Supports rape victims' rights to seek legal action against their attackers.

Calls on Saudi Arabia's King Abdullah to overturn the verdict against the "Girl from Qatif" and set the victim free.

Calls on Saudi Arabia to undertake promised judicial reforms.

Recognizes the 20th anniversary of observing World AIDS Day. Commends the President and state and local governments for publicizing its importance and encouraging individuals to undergo HIV testing.

Expresses support for: (1) the goals and ideals of such Day; (2) continued funding for prevention, care, treatment services, and research programs for persons living with HIV/AIDS in the United States and for the President's Emergency Plan for AIDS Relief and the Global Fund to Fight AIDS, Tuberculosis, and Malaria; (3) providing universal access to comprehensive prevention, treatment, care, and support programs by 2010; and (4) efforts to address the factors that make populations vulnerable to HIV/AIDS by decreasing poverty, hunger, and childhood mortality and by empowering women.

Requires the House of Representatives, when the legislatures of an additional three states ratify the Equal Rights Amendment to the Constitution, to take any legislative action necessary to verify the ratification of such Amendment.

Directs the Secretary of the Interior to conduct a special resource study to evaluate the significance of the 1816 Farmington Quaker Meetinghouse in Farmington, New York, as well as the suitability and feasibility of its inclusion in the National Park System (NPS) as part of the Women's Rights National Historical Park.
