State Waste Empowerment and Enforcement Provision Act of 2007 - Amends the Solid Waste Disposal Act to authorize a state to limit, place restrictions on, or otherwise regulate out-of-state municipal solid waste received or disposed of annually at each landfill or incinerator in the state, except, until two years after enactment of this Act, to the extent that a host community agreement (between an owner or operator of a landfill or incinerator and an affected local government) specifically authorizes such receipt.

Democracy for Dairy Producers Act of 2007 - Requires, with respect to a specified referendum on federal milk marketing orders and related reforms, that: (1) if a cooperative association of milk producers elects bloc voting on behalf of its members it shall provide each member with written notice of referendum issues, its intended voting position, and individual producer voting procedures; and (2) the Secretary of Agriculture adjust the association vote to reflect individual producer votes.

Puerto Rico Democracy Act of 2007 - Directs the Puerto Rico State Elections Commission to conduct a plebiscite in Puerto Rico during the 111th Congress, giving voters the option to vote for continued U.S. territorial status or for a path toward a constitutionally viable permanent nonterritorial status. Provides for subsequent procedures, depending on ballot results.

Authorizes the Secretary of the Treasury to allocate certain funds for the self-determination process.

Directs the Secretary of the Interior to ensure that questions on the ballot of the 2008 general election in American Samoa ask whether: (1) individuals born in American Samoa should become citizens of the United States; (2) the Senators of the American Samoa Fono should be elected by the qualified electors from the respective counties that they are to represent; and (3) American Samoa should have its own federal district court with limited jurisdiction.

Extends condolences to the people of Burma for the grave loss of life and vast destruction caused by Cyclone Nargis, and vows full support with the people of Burma.

Calls on Americans to provide emergency assistance to cyclone victims in Burma through humanitarian agencies.

Calls for the Burmese military junta to consider the well-being of its people and accept international assistance.

Puerto Rico Democracy Act of 2007 - Directs the Puerto Rico State Elections Commission, not later than September 30, 2009, to conduct a plebiscite in Puerto Rico on the question of its status and relationship with the United States. Requires the ballot to provide for voters to choose: (1) to continue the present status and relationship; (2) independence; (3) nationhood in free association with the United States; or (4) admission as a state.

Thailand Democracy Act of 2007 - Terminates the designation of Thailand as a major non-NATO ally of the United States until the Secretary of State certifies to the appropriate congressional committees that the government of Thailand has drafted a new constitution, held a national referendum to approve such constitution, and scheduled a date for national elections for a new government.
