Expresses the sense of Congress that the U.S. flag flown over the U.S. Capitol should be lowered to half-mast one day each month in honor of the men and women from the United States who have lost their lives in military conflicts.

Expresses the sense of the House of Representatives that: (1) after more than 3,000 American casualties, over $300 billion in expenditures, and almost four years of fighting, an increase in the number of members of the U.S. Armed Forces deployed in Iraq is the wrong course of action and should not be done without an express authorization for the increase in an Act of Congress; and (2) a drastic shift in U.S. political and diplomatic strategy, as well as the mission of the U.S. Armed Forces in Iraq, is needed to secure and stabilize Iraq so that a phased withdrawal of U.S. troops can begin as soon as possible.

Fallen Heroes Tax Fairness Act of 2007 - Amends the Internal Revenue Code to revise provisions exempting deceased members of the Armed Forces who die from wounds, disease, or injury incurred while serving in a combat zone from income tax to extend the tax exemption to the last taxable year ending before such wounds, disease, or injury were incurred.

Expresses the sense of Congress that an appropriate site in Arlington National Cemetery should be provided for a memorial marker to honor the memory of the 40 members of the U.S. Armed Forces who lost their lives in the air crash at Bakers Creek, Australia, on June 14, 1943.

Expresses the sense of Congress that: (1) the government of Iraq should not grant blanket amnesty to persons known to have attacked, wounded, or killed members of the U.S. Armed Forces; (2) the President should immediately notify the Iraq government that the United States strongly opposes such amnesty; and (3) the government of Iraq should be encouraged to inform and educate the Iraqi people about the civic-minded and selfless nature of American military personnel serving in Iraq who have risked their lives to secure a future of peace and freedom for the men, women, and children of Iraq.

Resolves that all restrictions should be removed from the public, the press, and military families in mourning that would prohibit their presence at the arrival at military installations in the United States or overseas of the remains of members of the U.S. armed forces who have died in Iraq or Afghanistan, with the assurance that family requests for privacy will be respected.

Congratulates the Military Order of the Purple Heart on its 75th anniversary as a national organization whose goals are to preserve and sustain the honor of the Armed Forces.

Commends all Purple Heart recipients for their courage and sacrifice on behalf of the United States.

Encourages all Americans to learn about the Purple Heart and the honor, courage, and bravery it symbolizes.

Amends provisions of federal law relating to patriotic and national organizations to remove language restricting the Gold Star Wives of America from attempting to influence legislation.
