Affirms that: (1) initiating military action against Iran without congressional approval does not fall within the President's "Commander-in-Chief" powers under the Constitution; and (2) seeking congressional authority prior to taking military action against Iran is not discretionary, but a legal and constitutional requirement.

Rejects any suggestion that P.L. 107-40 (the authorization of force resolution approved in response to the terrorist attacks of September 11, 2001) or P.L. 107-243 (the authorization of force resolution approved by Congress to go to war with Iraq) extends to authorizing military action against Iran, including over its nuclear program.

Impeaches Richard B. Cheney, Vice President of the United States, for high crimes and misdemeanors.

Sets forth articles of impeachment stating that Vice President Cheney: (1) has purposely manipulated the intelligence process to deceive the citizens and Congress of the United States about a threat of Iraqi weapons of mass destruction, and about an alleged relationship between Iraq and al Qaeda, to justify the use of the U.S. Armed Forces against Iraq in a manner damaging to U.S. national security interests; and (2) has openly threatened aggression against Iran absent any real threat to the United States, and has done so with the U.S. proven capability to carry out such threats, thus undermining U.S. national security.

Censures President George W. Bush and Vice President Richard B. Cheney for conduct and statements concerning the war in Iraq, including statements to the American people about the insurgency.

Censures President George W. Bush and Attorney General Alberto R. Gonzales and condemns them for: (1) undermining the rule of law and the separation of powers; (2) disregarding statutes, treaties, and the Constitution; and (3) repeatedly misleading the American people.

Declares that the House of Representatives and the American people have lost confidence in Attorney General Alberto Gonzales. Urges the President to request his resignation and to nominate a new candidate more capable of serving as the head of the Department of Justice (DOJ).

Censures George W. Bush, President of the United States, for conduct in connection with: (1) the prison sentence of I. Lewis "Scooter" Libby; (2) intelligence concerning Iraq; and (3) actions concerning former Ambassador Joseph C. Wilson and his wife, Valerie Plame Wilson.

Censures President George W. Bush and Vice President Richard B. Cheney for conduct and statements concerning the war in Iraq, including statements to the American people about the insurgency.

Recognizes and honors the sacrifice of the members of the U.S. Armed Forces and their families on the fifth anniversary of the Iraq war.

Urges President George W. Bush: (1) not to enter into any long-term United States-Iraq strategic agreement without the approval of Congress; (2) to begin an immediate and safe redeployment of forces from Iraq; and (3) to live up to his responsibilities and adequately provide health care assistance to U.S. troops returning from Iraq and Afghanistan.

Recognizes the 20th anniversary of observing World AIDS Day. Commends the President and state and local governments for publicizing its importance and encouraging individuals to undergo HIV testing.

Expresses support for: (1) the goals and ideals of such Day; (2) continued funding for prevention, care, treatment services, and research programs for persons living with HIV/AIDS in the United States and for the President's Emergency Plan for AIDS Relief and the Global Fund to Fight AIDS, Tuberculosis, and Malaria; (3) providing universal access to comprehensive prevention, treatment, care, and support programs by 2010; and (4) efforts to address the factors that make populations vulnerable to HIV/AIDS by decreasing poverty, hunger, and childhood mortality and by empowering women.

Applauds the President for stating that the "United States will continue to press" Saudi Arabia "to give greater voice to their people."

Concludes that the Strategic Dialogue is the logical mechanism through which to discuss the promotion of human rights in Saudi Arabia, and calls upon the President and the Secretary to expand the Strategic Dialogue and establish a new human rights working group.
