National Aeronautics and Space Administration Authorization Act of 2008 - Authorizes appropriations to the National Aeronautics and Space Administration (NASA) for FY2009 for: (1) science; (2) aeronautics; (3) exploration; (4) education; (5) space operations; (6) cross-agency support programs; and (7) the inspector general. Authorizes additional appropriations for use to accelerate the initial operational capability of the Orion Crew Exploration Vehicle and the Ares I Crew Launch Vehicle. Requires: (1) a process for transitioning NASA experimental earth science and space weather research into operational services; and (2) a plan for the continuation of Landsat thermal infrared data collection or its equivalent. Performance Rights Act - Amends federal copyright law to: (1) grant performers of sound recordings equal rights to compensation from terrestrial broadcasters; (2) establish a flat annual fee in lieu of payment of royalties for individual terrestrial broadcast stations with gross revenues of less than $1.25 million and for non-commercial, public broadcast stations; (3) grant an exemption from royalty payments for broadcasts of religious services and for incidental uses of musical sound recordings; and (4) grant terrestrial broadcast stations that make limited feature uses of sound recordings a per program license option.

Provides that nothing in this Act shall adversely affect the public performance rights or royalties payable to songwriters or copyright owners of musical works.

To protect the public health by providing the Food and Drug Administration with certain authority to regulate tobacco products. 2/15/2007--Introduced. Family Smoking Prevention and Tobacco Control Act - Amends the Federal Food, Drug, and Cosmetic Act to provide for the regulation of tobacco products by the Secretary of Health and Human Services through the Food and Drug Administration, including through disclosure, annual registration, inspection, recordkeeping, and user fee requirements. Sets forth criteria by which tobacco products are deemed adulterated or misbranded. Allows the Secretary to require prior approval of all label statements. Allows the Secretary to restrict the sale or distribution of tobacco products, including advertising and promotion, if the Secretary determines that such regulation would be appropriate for the protection of the public health.
