Copper Theft Prevention Act of 2008 - Requires secondary copper recyclers (purchasers of copper that has served its original economic purpose) to keep records for at least one year of all purchases of copper property. Prohibits such recyclers from accepting cash in excess of $250 for the purchase of copper property. Imposes a civil penalty of up to $10,000 for violations of this Act.

Authorizes the Corporation to: (1) manage a spent nuclear fuel enterprise to eliminate the need for federal funding for the management of spent nuclear fuel; and (2) assume responsibility for the activities, obligations, and use of resources of the federal government with respect to spent nuclear fuel management. Establishes in the Treasury the United States Nuclear Fuel Management Corporation Fund. Directs the President to appoint a Transition Manager to transfer spent nuclear fuel management obligations, functions, personnel, and funds from the Secretary of Energy to the Corporation.
