Raw Sewage Overflow Community Right-to-Know Act - Amends the Federal Water Pollution Control Act to direct owners or operators of publicly owned treatment works to: (1) institute an alert system for sewer overflows; (2) notify the public of such overflows in areas where human health is potentially affected not later than 24 hours; (3) immediately notify public health authorities and other affected entities; and (4) provide specified reports to the Administrator of the Environmental Protection Agency (EPA) or the state.

Makes the alert systems eligible for state water pollution control revolving fund assistance.

Shoshone-Paiute Tribes of Duck Valley Water Rights Settlement Act - Approves, ratifies, and confirms, the agreement entitled the "Agreement to Establish the Relative Water Rights of the Shoshone-Paiute Tribes of the Duck Valley Indian Reservation and the Upstream Water Users, East Fork Owyhee River," except as specified in this Act.

Directs the Secretary of the Interior to hold tribal water rights in trust. Requires the Tribes to enact a water code to administer such rights.

Establishes the Shoneshone-Paiute Tribes Water Rights Development Fund and the Shoshone-Paiute Tribes Operation and Maintenance Fund.

To provide for a standby loan program for certain coal-to-liquid projects.

Coal Liquid Fuel Act - Amends the Energy Policy Act of 2005 to authorize the Secretary of Energy to enter into: (1) standby loan agreements with up to six qualifying CTL projects, at least one of which shall be owned by two or more small coal producers; and (2) a profit-sharing agreement with the project at the time the standby loan agreement is executed.

Defines "qualifying CTL project" as: (1) a commercial-scale project that converts coal to liquid or gaseous transportation fuels; or (2) not more than one project at a facility that converts petroleum refinery waste products, including petroleum coke, into liquids or gaseous transportation fuels, and demonstrates the capture, sequestration, or disposition of carbon dioxide produced in the conversion process.
