A bill to amend the Atomic Energy Act of 1954 to provide for thorium fuel cycle nuclear power generation. 10/2/2008--Introduced. Thorium Energy Independence and Security Act of 2008 - Amends the Atomic Energy Act of 1954 to direct the Secretary of Energy to establish, and provide funds to, an office for the regulation of thorium fuel cycle nuclear power generation in each of: (1) the Office of Nuclear Energy, Science and Technology (ONEST) of the Department of Energy; and (2) the Nuclear Regulatory Commission (NRC). Directs the NRC Chairman to promulgate regulations for facilities and materials used in thorium fuel cycle nuclear power generation. Requires the heads of the two Offices to: (1) implement demonstration projects for thorium fuel cycle nuclear power generation at the Idaho National Engineering Laboratory; and (2) recommend to the Secretary methods of strengthening international partnerships to advance nuclear nonproliferation through thorium fuel [...]

A bill to amend the Consumer Product Safety Act to require residential carbon monoxide detectors to meet the applicable ANSI/UL standard by treating that standard as a consumer product safety rule, to encourage States to require the installation of such detectors in homes, and for other purposes. 10/1/2008--Introduced. Residential Carbon Monoxide Poisoning Prevention Act - Amends the Consumer Product Safety Act to require the Consumer Product Safety Commission (CPSC) to publish the American National Standard for Single and Multiple Station Carbon Monoxide Alarms (American National Standard ANSI/UL 2034-2005) as a mandatory consumer product safety standard. Makes it unlawful for any manufacturer or distributor to import into or distribute any new assembled or unassembled residential carbon monoxide detector unless it complies with the standard. Truth in Fur Labeling Act of 2008 - Amends the Fur Products Labeling Act to: (1) eliminate the exemption to fur labeling requirements for products containing relatively small amounts of fur; and (2) permit states to enforce more restrictive labeling requirements.

Directs the the Federal Trade Commission (FTC), in the Fur Products Name Guide, to replace the term "Raccoon, Asiatic" with "Dog, Raccoon."

Nuclear Facility and Material Security Act of 2008 - Directs the Nuclear Regulatory Commission (NRC) to issue a final rule requiring: (1) all commercial nuclear power reactors approved for construction after enactment of this Act to be designed to withstand a large commercial aircraft impact; and (2) certain spent fuel security enhancements.Directs the NRC to issue an Independent Spent Fuel Storage Installation security final rule that: (1) makes such installations subject to specified security evaluation requirements of the Atomic Energy Act of 1954; and (2) incorporates such installations into a certain design basis threat rule.Requires the NRC to consider the likely consequences of a potential terrorist attack in any review it is required to undertake under the National Environmental Policy Act [...]

A bill to require the Federal Communications Commission to auction spectrum for a free and open access wireless service. 8/1/2008--Introduced. Open Wireless Internet Act - Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC) to promote nationwide broadband competition through the use of wireless services by issuing nationwide licenses, for a term of at least 15 years, for two bands of frequencies, each composed of 20 megahertz of unpaired contiguous spectrum, one band under 3 gigahertz and not part of the recovered analog spectrum and the other band between 2155 and 2180 megahertz. Requires the FCC to ensure that licensees of spectrum obtained under these provisions are fully protected from, and fully protect, licensees of adjacent spectrum from harmful interference, including receiver overload and excessive out-of-band emissions.
