A bill to authorize the United States Department of Energy to remediate the Western New York Nuclear Service Center in the Town of Ashford, New York, and to dispose of nuclear waste. 1/4/2007--Introduced. West Valley Remediation Act of 2007 - Directs the Secretary of Energy to remediate the Western New York Nuclear Service Center in West Valley, New York. Requires the Secretary to decontaminate and decommission: (1) Center facilities in which certain solidified high level radioactive waste was stored; (2) facilities used in waste solidification; and (3) material and hardware used in connection with the West Valley Demonstration Project. Makes the Secretary responsible for all remediation costs. To permit certain school districts in Illinois to be reconstituted for purposes of determining assistance under the Impact Aid program.

Considers five specified Illinois school districts to be local educational agencies (LEAs) for purposes of the Impact Aid program, which compensates LEAs for the financial burden of federal activities affecting their school districts.

Considers federally connected students in such districts to be attending schools in one such district, North Chicago Community Unit School District 187, for the purpose of making that district eligible for Impact Aid. Conditions such treatment on the agreement of the five school districts to apportion such assistance equitably among all five of them, and to use it only for direct educational services.

To amend the Impact Aid program under the Elementary and Secondary Education Act of 1965 to improve the distribution of school construction payments to better meet the needs of military and Indian land school districts. 1/5/2007--Introduced. Amends the Elementary and Secondary Education Act of 1965 to revise Impact Aid program requirements for distribution of school construction payments, and of school facility emergency and modernization grants, to local educational agencies (LEAs) impacted by military dependent children or by children residing on Indian lands. Action Plan for Public Lands and Education Act of 2007 - Makes grants of land to the following states in lieu of receiving, for the support of the common schools, 5% of the proceeds of the sales of federally land owned within such states which have not been sold by the United States as of July 1, 2005: Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, New Mexico, Nevada, Oregon, Utah, Washington, and Wyoming.

Makes the amount of land granted to each state 5% of the number of acres of federally owned land within that state as of July 1, 2005. Requires land selected to be held in trust to be sold or leased and the proceeds to be used only for the support of public education.
