Requires: (1) the Department of Defense Inspector General and the Special Inspector General for Iraq Reconstruction to report quarterly to Congress respecting the expenditures of military and reconstruction funds in Iraq, including efforts to obtain assistance from other countries and an assessment of future funding needs; (2) the Government Accountability Office (GAO) to conduct an audit if either Inspector General fails to submit such report; and (3) the imposition of sanctions against contractors who have engaged in profiteering or fraud. A bill to promote coal-to-liquid fuel activities. 1/4/2007--Introduced. Coal-to-Liquid Fuel Energy Act of 2007 - Amends the Energy Policy Act of 2005 to include among the projects eligible for Department of Energy (DOE) loan guarantees large-scale coal-to-liquid facilities that use a feedstock, the majority of which is domestic coal resources, to produce at least 10,000 barrels a day of liquid transportation fuel. Instructs the Secretary of Energy (Secretary) to make loans for use by recipients to pay the federal share of the cost of obtaining any services necessary for the planning, permitting, and construction of coal-to-liquid facilities. Directs the Secretary to promulgate regulations to support the development of coal-to-liquid manufacturing facilities and associated infrastructure on DOE and other federal lands, including military bases and military installations closed or realigned under the defense base closure and realignment. A bill to reform the acquisition process of the Department of Defense, and for other purposes. 5/22/2007--Introduced. Defense Acquisition Reform Act of 2007 - Prohibits the Secretary of the military department concerned from reprogramming or otherwise providing additional funds for a major defense acquisition program (MDAP) that experiences a specified percentage in program acquisition unit costs until the Joint Requirements Oversight Council submits an assessment of the performance requirements for the item to be procured. Adds to the membership of the Council. Requires the Council to approve the initial operational test and evaluation of a MDAP in an environment not specified in its test and evaluation master plan.
