Limits activities for programs designed to reduce drug use in and around assisted low-income housing to: (1) providing drug abuse treatment through rehabilitation or relapse prevention; (2) providing education about the dangers and consequences of drug use or violent crime; (3) identifying drug users, and assisting drug use discontinuance through education or treatment programs; (4) providing after school youth activities; and (5) providing capital improvements and security services to discourage or eliminate drug use or violent crime.

21st Century Community Learning Centers Act of 2007 - Amends the 21st Century Community Learning Centers program under title IV of the Elementary and Secondary Education Act of 1965 to include the provision of service learning and nutrition education and, in place of recreation programs, physical fitness and wellness programs, among the activities for which community learning centers will receive funding.

Raises from 3% to 5% the percentage of program funds a state may use for monitoring, evaluating, and providing training and technical assistance to community learning center grantees.

Makes community learning center grants renewable for a period of between three and five years.

Investment in After-School Programs Act of 2008 - Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to award grants to local educational agencies, community-based organizations, or other entities to improve, expand, or establish rural after-school programs that provide students with a broad array of activities when school is not in session that improve their academic performance and promote their positive development.

Requires eligible programs to be implemented in active collaboration with the schools the students attend and take place in safe and easily accessible facilities.

Improving No Child Left Behind for All Students Act - Amends the Elementary and Secondary Education Act of 1965 (the Act) to revise programs created or amended by the No Child Left Behind Act of 2001. Allows states to revise their academic content and achievement standards so they are vertically aligned from grade to grade and with what students should know to be successful in postsecondary education and the workplace. Coordinate to Educate Act - Authorizes the Secretary of Education to award: (1) grants of up to three years to local educational agencies (LEAs) to collaborate with health and social service agencies to develop school-linked coordinated service programs for children and families on or near school sites; and (2) grants of up to two years to LEAs to implement such programs pursuant to interagency service delivery plans that have been approved by the Secretary.

Requires program services to be available to all children and families in the service area and, where appropriate, paid for on a sliding scale.

Directs the Secretary, in awarding grants, to give special consideration to areas with high proportions of educationally at-risk students and areas that have a large number of single parent or two-parent, working families.
