Perchlorate Monitoring and Right-to-Know Act of 2007 - Amends the Safe Drinking Water Act to direct the Administrator of the Environmental Protection Agency (EPA) to: (1) publish a health advisory for perchlorate that fully protects the health of vulnerable persons (including pregnant women, fetuses, and children) considering body weight, exposure patterns, and all routes of exposure; and (2) promulgate a final regulation requiring monitoring for perchlorate in drinking water. Makes such regulation effective unless and until monitoring for perchlorate is required under a national primary drinking water regulation.

Requires consumer confidence reports to disclose the presence and health risks of perchlorate in drinking water.

Indian Tribes Methamphetamine Reduction Grants Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include territories and Indian tribes as eligible grant recipients (or reaffirm such eligibility) under the programs to: (1) address the manufacture, sale, and use of methamphetamine; (2) aid children in homes in which methamphetamine or other drugs are unlawfully manufactured, distributed, dispensed, or used; and (3) address methamphetamine use by pregnant and parenting women offenders.

Native American Methamphetamine Enforcement and Treatment Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include territories and Indian tribes as eligible grant recipients (or reaffirm that eligibility) under the programs to: (1) address the manufacture, sale, and use of methamphetamine; (2) aid children in homes in which methamphetamine or other drugs are unlawfully manufactured, distributed, dispensed, or used; and (3) address methamphetamine use by pregnant and parenting women offenders.

Legal Immigrant Health Restoration Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to require a state plan to provide medical assistance to eligible permanent resident pregnant women and children under the Medicaid and SCHIP programs.

Designates September 9, 2008, as National Fetal Alcohol Spectrum Disorders Awareness Day. Calls on Americans to observe a moment of reflection on the ninth hour of that day to remember that during the nine months of pregnancy a woman should not consume alcohol.

BPA-Free Kids Act of 2008 - Treats as a banned hazardous substance under the Federal Hazardous Substances Act any consumer product that contains a detectable amount of bisphenol A (commonly known as BPA) and that is designed for or intended for use by, or care of, a child seven years of age or younger. Permits state laws that provide equal or greater protection.

Requires a study on the health effects of BPA exposure in all age groups and in pregnant women.
