Military Educational Parity Act of 2007 - Amends the Higher Education Act of 1965 to require institutions of higher education, as a condition of their participation in the student aid program, to grant students who are called or ordered to active duty a military leave of absence while serving on active duty and for one year after conclusion of such service. Student Aid Reward Act of 2007 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Secretary of Education to carry out a Student Aid Reward (SAR) Program of payments to encourage institutions of higher education (IHEs) to participate in the student loan program under title IV that is most cost-effective for taxpayers. Requires that a SAR payment to an IHE equal at least 50% of the savings to the federal government generated by the IHE's participation in the most cost-effective student loan program, rather than one not cost-effective for taxpayers. Requires IHEs receiving SAR payments to: (1) provide student loans under that most cost-effective program for five years after the payment date; and (2) use payment funds, where appropriate, to supplement student Pell Grants. Virginia Tech Victims Campus Emergency Response Policy and Notification Act - Amends the Higher Education Act of 1965 to require schools participating in title IV student assistance programs to include current campus policies regarding immediate emergency response and evacuation procedures in their required annual security reports to current and prospective students and staff.

Requires such procedures to include: (1) notifying students and staff within 30 minutes after confirmation that an emergency exists on campus or public property; and (2) testing such procedures annually.

Requires the Secretary of Education to waive the application of such requirement to IHEs that are unable to comply because of events causing them severe economic distress.
