Hazardous Materials Cooperative Research Act of 2007 - Authorizes the Secretary of Transportation to obligate for each fiscal year certain hazardous materials transportation funds to develop and administer a hazardous materials cooperative research program. Directs the Secretary to establish an independent governing board to select cooperative research projects and studies of hazardous materials transportation to be carried out under the program that will yield results immediately applicable to risk analysis and mitigation or that will strengthen the ability of first responders to respond to accidents involving the transportation of hazardous materials.

Requires: (1) the Department of Defense Inspector General and the Special Inspector General for Iraq Reconstruction to report quarterly to Congress respecting the expenditures of military and reconstruction funds in Iraq, including efforts to obtain assistance from other countries and an assessment of future funding needs; (2) the Government Accountability Office (GAO) to conduct an audit if either Inspector General fails to submit such report; and (3) the imposition of sanctions against contractors who have engaged in profiteering or fraud. A concurrent resolution authorizing the use of Capitol grounds for the Live Earth Concert.

3/23/2007--Introduced.

Permits the Live Earth organization and the Alliance for Climate Protection to sponsor the Live Earth Concert as a free public event on the Capitol grounds on July 7, 2007.

Requires the sponsors to enter into an agreement with the Architect of the Capitol and the Capitol Police Board under which the sponsors agree to: (1) reimburse the U.S. Capitol Police for all costs incurred (including additional personnel costs and overtime) in meeting the security related needs at the event; and (2) comply with the requirements of this Act.

Revokes the authority to hold the event on the Capitol grounds if the sponsors fail, or are unable, to enter into such agreement within 14 days before the scheduled date of the event.

Public Housing Drug Elimination Program Reauthorization Act of 2007 - Amends the Anti-Drug Abuse Act of 1988 to authorize appropriations for the assisted housing drug elimination program.

Limits activities for programs designed to reduce drug use in and around assisted low-income housing to: (1) providing drug abuse treatment through rehabilitation or relapse prevention; (2) providing education about the dangers and consequences of drug use or violent crime; (3) identifying drug users, and assisting drug use discontinuance through education or treatment programs; (4) providing after school youth activities; and (5) providing capital improvements and security services to discourage or eliminate drug use or violent crime.
