Supports and encourages the creation of National Hurricane Museum and Science Center in southwest Louisiana.

Honors Mr. Britt "Max" Mayfield's 34 years of service and his commitment to improving the accuracy of hurricane forecasting as Director of the National Hurricane Center's Tropical Prediction Center.

Extends through FY2008 the availability of certain supplemental social services block grant funding under title XX (Block Grants to States for Social Services) of the Social Security Act.

Sets forth a special rule for the tax treatment of amounts received by a taxpayer from the Louisiana Recovery Authority or the Mississippi Development Authority for the repair or reconstruction of such taxpayer's primary residence due to hurricane damage in 2005.

Declares that the House of Representatives: (1) recognizes the importance of promoting community development corporations in communities across the United States; (2) acknowledges the contributions community development corporations have made in providing affordable housing, employment, and educational opportunities for community residents; and (3) recognizes the need for the federal government to provide financial assistance to community development corporations to support their continued efforts in economic development, affordable housing production, and job creation in communities having such needs, particularly after Hurricanes Katrina and Rita.

Supports and encourages the creation of National Hurricane Museum and Science Center in southwest Louisiana.

Directs the Secretary of the Army to carry out the hurricane and storm damage reduction project, Morganza to the Gulf of Mexico, Louisiana, in accordance with the Chief of Engineer's reports of August 23, 2002, and July 22, 2003, at specified federal and non-federal costs.

Requires the Secretary to credit toward the non-federal share of the cost of the project the cost of design and construction work carried out by the non-federal interest before the date of the partnership agreement for the project if the work is integral to the project.

Makes the operation, maintenance, repair, rehabilitation, and replacement of the Houma Navigation Canal lock complex and the Gulf Intracoastal Waterway floodgate features of the project that provide for inland waterway transportation a federal responsibility.

Costal [sic] Homeowners Assistance Act - Amends the Internal Revenue Code to allow tax credits for: (1) 25% of the qualified hurricane mitigation property expenditures incurred by a homeowner in a federally declared hurricane disaster area or in a county located in a state which borders the Atlantic Ocean or the Gulf of Mexico, up to $5,000; and (2) 50% of the increases in homeowner insurance premiums in such disaster areas, up to $5,000. Includes within the definition of "qualified hurricane mitigation property expenditures" expenditures to improve the strength of a roof deck attachment, create a secondary water barrier, improve the durability of a roof covering, or protect exterior doors and garages.

Disadvantaged Business Disaster Eligibility Act of 2008 - Permits any small business that was participating in a Small Business Administration (SBA) business development program located in a Louisiana parish or Mississippi or Alabama county designated by the SBA Administrator as a disaster area by reason of Hurricane Katrina or Rita to continue participation and eligibility in such program for an additional 24 months.
