Combat-Related Special Compensation Act - Authorizes monthly combat-related special compensation pay to any military retiree who is entitled to retired pay and has a combat-related disability. (Currently, a retiree must meet those requirements and also have completed at least 20 years of retirement-creditable military service.)

Provides a special compensation rule with respect to retirees with less than 20 years of service.

Expresses the sense of Congress that Congress and the President should: (1) increase basic pay for members of all military components by 3.5%, effective January 1, 2008; and (2) provide a special survivor indemnity allowance for persons affected by required Survivor Benefit Plan (SBP) annuity offsets for dependency and indemnity compensation.

Expresses the sense of Congress that courts with fiduciary responsibility for a child of a deceased member of the Armed Forces who receives a death gratuity payment from the Department of Defense (DOD) should take into consideration the expression of clear intent of the member regarding the distribution of funds on behalf of the child.

Expresses the sense of Congress that Congress and the President should: (1) increase basic pay for members of all military components and the Coast Guard by 3.5%, effective January 1, 2008; and (2) increase basic pay for all such components during FY2009-FY2012 by at least one-half of 1% more than the raise calculated under the Employment Cost Index.

Disabled Veterans Tax Fairness Act of 2007 - Amends the Internal Revenue Code to allow members of the uniformed services whose retired pay in any taxable year is reduced due to an award of disability compensation by the Department of Veterans Affairs an extension of the three-year limitation period for filing tax refund claims until one year after the date of a disability determination. Limits the period for which such refund claims may be filed to taxable years beginning less than five years before the date of a disability determination.

Military Retiree Survivor Comfort Act - Requires the United States to forgive any overpayment of military retired or retainer pay for any period after the death of the recipient through the last day of the month in which such death occurs, if such payment is electronically deposited to a joint account bearing the name of the decedent and the decedent's designated beneficiary.

Provides a special effective date for the first annuity payment to a survivor under the Survivor Benefit Plan (SBP) when an overpayment is so forgiven.

Entitles a member of the uniformed services to additional pay of $1,500 per month while the member's service is extended, or eligibility for retirement is suspended, by the exercise of any provision of law commonly referred to as a "stop-loss authority."
