Energy Efficient Buildings Act of 2007 - Directs the Secretary of Energy to: (1) establish a pilot program to award grants to businesses and organizations for new construction or major renovations of energy efficient buildings that will result in innovative energy efficiency technologies, especially those sponsored by the Department of Energy; and (2) give due consideration to proposals for buildings that are likely to serve low and moderate income populations. Preserving Medicare for All Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to repeal the prohibition against interference by the Secretary of Health and Human Services with the negotiations between drug manufacturers and pharmacies and prescription drug plan sponsors. Grants the Secretary authority to negotiate contracts with manufacturers of covered part D drugs in order to ensure that beneficiaries enrolled under prescription drug plans and Medicare Advantage Prescription Drug Plans (MA-PD plans) pay the lowest possible price.
