Life at Conception Act - Declares that the right to life guaranteed by the Constitution is vested in each human being beginning at the moment of fertilization, cloning, and other moment at which an individual comes into being.

Constitutional Amendment - Prohibits the United States and any state from denying or abridging: (1) equality of rights under the law on account of sex; and (2) reproductive rights for women.

Abortion Non-Discrimination Act of 2007 - Amends the Public Health Service Act to include a health care entity's refusal to provide coverage of, or pay for, induced abortions among the bases for which the federal government or any state or local government that receives federal financial assistance may not discriminate against such an entity. Expands the definition of "health care entity" to include a hospital, a provider sponsored organization, a health maintenance organization, a health insurance plan, and any other kind of health care facility, organization, or plan.

Compassionate Assistance for Rape Emergencies Act of 2007 - Prohibits any federal funds from being provided to a hospital under title XVIII (Medicare) of the Social Security Act or to a state, with respect to hospital services, under title XIX (Medicaid) of such Act, unless the hospital meets certain conditions related to a woman who is a victim of sexual assault, including that the hospital: (1) provides the woman with accurate and unbiased information about emergency contraception; (2) offers emergency contraception to the woman; (3) provides the woman such contraception at the hospital on her request; and (4) does not deny any such services because of the inability of the woman or her family to pay.

Right to Life Act - Declares that the right to life guaranteed by the Constitution is vested in each human being. Defines "human being" to encompass all stages of life, including but not limited to the moment of fertilization or cloning.

Global Democracy Promotion Act - Declares that foreign nongovernmental organizations: (1) shall not be ineligible for assistance under the Foreign Assistance Act of 1961 solely on the basis of health or medical services (including counseling and referral services) provided by them with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided, and would not violate U.S. federal law if provided in the United States; and (2) shall not be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance.

Life at Conception Act - Declares that the right to life guaranteed by the Constitution is vested in each human being beginning at the moment of fertilization, cloning, and other moment at which an individual comes into being.

Ultrasound Informed Consent Act - Amends the Public Health Service Act to require abortion providers, before a woman gives informed consent to any part of an abortion, to perform an obstetric ultrasound on the pregnant woman, explain the results, display the ultrasound images so the woman may view them, and provide a medical description of the ultrasound images, including the dimensions of the embryo or fetus and the presence of external members and internal organs, if present and viewable. Provides for: (1) civil penalties for willful failure to comply; and (2) a medical emergency exception.

Prohibits construing this Act to require a woman to view the images or penalizing the physician or the women if she refuses to look at the images.

Sanctity of Human Life Act - Declares that: (1) the right to life guaranteed by the Constitution is vested in each human and is the person's paramount and most fundamental right; (2) each human life begins with fertilization, cloning, or its functional equivalent, at which time every human has all legal and constitutional attributes and privileges of personhood; and (3) Congress, each state, the District of Columbia, and all U.S. territories have the authority to protect all human lives.

Declares that: (1) women in China possess a fundamental, inalienable right to carry their pregnancies to term free from coercive tactics designed to force a woman to abort her child; (2) coercion by the Chinese Communist Party (CCP) to coerce abortion and sterilization is immoral, reprehensible, and a violation of the United Nations' Universal Declaration of Human Rights; (3) the House of Representatives expresses its regrets and condolences to the innocent victims of the CCP's one-child policy; and (4) it is the sense of the House of Representatives that the United States should publicly condemn the CCP's one child policy, coerced abortions, and coerced sterilizations at appropriate international forums.
