Permits the Grand Lodge of the Fraternal Order of Police and its auxiliary to sponsor a free public event, the 27th annual National Peace Officers' Memorial Service, on the Capitol grounds on May 15, 2008, to honor the law enforcement officers who died in the line of duty during 2007.

Wild Monongahela Act: A National Legacy for West Virginia's Special Places - Designates specified federal lands in the Monongahela National Forest, West Virginia, as wilderness and as either a new component, or as an addition to an existing component, of the National Wilderness Preservation System.

Martin Van Buren National Historic Site Boundary Revision Act - Adjusts the boundary of the Martin Van Buren National Historic Site in the state of New York to include approximately 261 acres of land identified as the "PROPOSED PARK BOUNDARY" as depicted on the "Boundary Map, Martin Van Buren National Historic Site," dated January 2005.

Authorizes the Secretary to acquire such lands and interests from a willing seller.

Minute Man National Historical Park Boundary Revision Act - Modifies the boundary of Minute Man National Historical Park in Massachusetts to include a certain area generally depicted on the map entitled "Minute Man National Historical Park Proposed Boundary," dated July 2007.

Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to transfer funds from other programs to the Impact Aid program (which compensates local educational agencies (LEAs) for the financial burden of federal activities affecting their areas) if such funds are needed to provide full payments under such program to LEAs whose areas are at least 50% federally owned.

Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to transfer funds from other programs to the Impact Aid program (which compensates local educational agencies (LEAs) for the financial burden of federal activities affecting their areas) to the extent such funds are needed to provide payments to LEAs under such program that equal at least the maximum amount for which they are eligible multiplied by the percentage of their land that is federally owned.

Recognizes the foresight of President Theodore Roosevelt in using the Antiquities Act in declaring Muir Woods National Monument.

Recognizes the 100 years of careful preservation of America's Coastal Redwood forest within Muir Woods National Monument, and the natural and historical importance of the Monument in California and to the nation.

Recognizes the 60th anniversary of Everglades National Park in Florida. Expresses the dedication of the Senate to the success of the Comprehensive Everglades Restoration Plan.

Pisgah National Forest Boundary Adjustment Act of 2007 - Modifies the boundaries of the Pisgah National Forest in McDowell County, North Carolina, to provide for the inclusion of certain private land and Forest Service land in the Forest. Requires an owner's consent to acquire the private land.

Perquimans River Wild and Scenic River Study Act of 2007 - Amends the Wild and Scenic Rivers Act to designate the Perquimans River and its tributaries in Perquimans County, North Carolina, for study for potential addition to the National Wild and Scenic Rivers System.

Albuquerque Biological Park Title Clarification Act - Directs the Secretary of the Interior to issue a quitclaim deed conveying any right, title, and interest the United States may have in and to Tingley Beach, San Gabriel Park, and the BioPark Parcels in Albuquerque, New Mexico, to the City of Albuquerque. Provides that the City shall not be required to pay any additional costs for the value of such Beach, Park, and Parcels.

Prohibits this Act from being construed or utilized to affect or otherwise interfere with any position set forth by any party in the lawsuit pending before the U.S. District Court entitled Rio Grande Silvery Minnow v. John W. Keys, III concerning the right to any property associated with the Middle Rio Grande Project.

Directs the Secretary of the Interior, acting through the Bureau of Land Management (BLM) to convey four specified parcels of land in Twin Falls, Idaho, to the city of Twin Falls for use to support public purposes, including a limited agricultural exemption to allow for water quality and wildlife habitat improvements.

Act Commemorating the LITE, or Lifetime Innovations of Thomas Edison - Establishes the Thomas Edison National Historical Park in New Jersey as a unit of the National Park System.

Amends the National Wildlife Refuge System Administration Act of 1966 to designate a portion of the Arctic National Wildlife Refuge (ANWR) in Alaska as a component of the National Wilderness Preservation System under the Wilderness Act.

Amend the International Center Act to authorize the lease or sublease of property identified by the District of Columbia as tax lots 803, 804, 805, and 806 to an entity other than a foreign government or international organization, so long as the Secretary of State maintains the right to approve the occupant and the intended use of the property.

Thunder Bay National Marine Sanctuary and Underwater Preserve Boundary Modification Act - Expands, notwithstanding any provision of law or regulation, the boundaries of the Thunder Bay National Marine Sanctuary and Underwater Preserve in Lake Huron.

Preserving our Equine Heritage on Public Land Act - Provides for: (1) the continued preservation and use of pack and saddle stock animals on public land administered by the National Park Service, and Bureau of Land Management, the United States Fish and Wildlife Service, or the Forest Service on which there is a historical tradition of the use of pack and saddle stock animals; and (2) defining the term "historical tradition of the use of pack and saddle stock animals" for purposes of this Act.

Elimination of Double Subsidies for the Hardrock Mining Industry Act of 2007 - Amends the Internal Revenue Code to disallow the percentage depletion allowance for hardrock mines located on land currently subject to the general mining laws, or on land patented under such laws.

Establishes in the Treasury the Abandoned Mine Reclamation Trust Fund. Appropriates to such Fund amounts equal to 25% of the additional revenues received due to the disallowance of the depletion allowance for hardrock mines proposed by this Act. Prescribes guidelines under which such Fund shall be available to the Secretary of the Interior for reclamation and restoration of lands and water resources adversely affected by mineral and mineral material mining (excluding coal and fluid minerals).

Chisholm Trail and Great Western Trail Studies Act - Amends the National Trails System Act to direct the Secretary of the Interior to conduct separate studies to consider the designation of the Chisholm Trail and the Great Western Trail for study and potential addition to the National Trails System. Requires the Secretary to identify the point at which such Trails originated south of San Antonio, Texas.

Mississippi Hills National Heritage Area Act of 2007 - Establishes the Mississippi Hills National Heritage Area. Designates the Mississippi Hills Heritage Area Alliance as the coordinating entity for the Area. Prohibits the Alliance from using federal funds received under this Act to acquire real property or any interest in real property. Requires the Alliance to develop and submit a management plan for the Area.

Green McAdoo School National Historic Site Study Act of 2007 - Directs the Secretary of the Interior to conduct a study of the site of Green McAdoo School in Clinton, Tennessee, so as to evaluate the national significance of the site and the suitability and feasibility of designating it as a unit of the National Park System.

Emerald Ash Borer Municipality Assistance Act of 2007 - Establishes in the Treasury the Emerald Ash Borer Revolving Loan Fund.

Directs the Secretary of Agriculture to use Fund amounts for loans to eligible local government units for purchases of equipment to monitor, dispose of, and replace infested trees on local government land within quarantine areas infested by the emerald ash borer.

National Forests, Parks, Public Land, and Reclamation Projects Authorization Act of 2007 - Authorizes specified programs and activities in the Department of the Interior, the Forest Service, and the Department of Energy concerning, among other things, land conveyances, boundary adjustments, studies, memorials, commissions, and museums, national park natural resource protection, national trails and rivers, national heritage areas, and advanced energy technology transfer centers.

Makes amendments to various public laws, including the National Trails System Act, the Wild and Scenic Rivers Act, the Energy Policy Act of 2005, and the Steel and Aluminum Energy Conservation and Technology Competitiveness Act of 1988.

Directs the Secretary of Agriculture to convey to the Riverside-Corona Resource Conservation District, without consideration, specified federal land administered by the Department of Agriculture's Natural Resources Conservation Service in Riverside, California, contingent on the District's agreeing to: (1) use the property for land conservation and related research and to make the property available to other public agencies engaged in similar activities; and (2) permit the Natural Resources Conservation Service to continue to occupy and use that part of the property known as Buildings B and D.

Box Elder Utah Land Conveyance Act - Directs the Secretary of Agriculture to convey to the city of Mantua, Utah, all interest of the United States in and to the parcels of National Forest System land in Box Elder County that are labeled as parcels A, B, and C.

Battle of Matewan Study Act - Requires the Secretary of the Interior to complete a special resource study of the sites and resources at Matewan, West Virginia, associated with the Battle of Matewan (the Matewan Massacre) of May 19, 1920, to determine the suitability and feasibility of designating certain historic areas as a unit of the National Park System.

Removes the temporary reservation for park, scenic, or other public purposes of certain rocks, pinnacles, reefs, and islands in the Pacific Ocean within a mile of the coast of Orange County, California. Makes such rocks, pinnacles, reefs, and islands part of the California Coastal National Monument and requires that they be administered as part of the Monument.

Repeals the lighthouse reservation with respect to the San Juan and San Mateo Rocks and the two rocks in the vicinity of Laguna Beach, off the coast of Orange County.

Directs the Secretary of the Interior to conduct a special resource study to evaluate the significance of the 1816 Farmington Quaker Meetinghouse in Farmington, New York, as well as the suitability and feasibility of its inclusion in the National Park System (NPS) as part of the Women's Rights National Historical Park.

Alaska Rainforest Conservation Act - Designates specified public lands in the Tongass National Forest, Alaska, as wilderness areas or components of the National Wilderness Reservation System.

Provides with respect to specified public lands in the Tongass National Forest for: (1) designation as Land Use Designation II lands; (2) designation as restoration lands; and (3) designation as special management areas.

Amends the Wild and Scenic Rivers Act to designate as wild, scenic, and recreational rivers specified waters in the Tongass National Forest.

Morley Nelson Snake River Birds of Prey National Conservation Area Act - Renames the Snake River Birds of Prey National Conservation Area in Idaho as the Morley Nelson Snake River Birds of Prey National Conservation Area in honor of the late Morley Nelson, an international authority on birds of prey, who was instrumental in the establishment of this National Conservation Area.

Memorial Dedicated to All Victims of Terrorism Act of 2007 - Directs the Secretary of the Interior to permit Suse and Peter Lowenstein to establish a commemorative work on lands under the Secretary's administrative jurisdiction in the District of Columbia or its environs to honor victims of terrorism.

Prohibits the use of federal funds to pay any expense for the establishment of the commemorative work authorized by this Act.

Makes Suse and Peter Lowenstein solely responsible for acceptance of contributions and payment of the expenses for the establishment of such commemorative work.

Montana Cemetery Act of 2007 - Directs the Secretary of Agriculture, through the National Forest Service (NFS), to convey to Jefferson County, Montana, the parcel of National Forest System land known as the Elkhorn Cemetery to be used as a county cemetery.
