Requires the zero-interest, 10-year loan to be repaid with funds from the Lower Colorado River Development Fund. Directs the Secretary to offer to enter into a cooperative agreement with the Tribe for the planning, engineering, and design of the Project, which shall be subject to the requirements of the Indian Self-Determination and Education Assistance Act.

SBIR/STTR Reauthorization Act of 2008 - Title I: Reauthorization of the SBIR and STTR Programs - (Sec. 101) Amends the Small Business Act (the Act) to reauthorize through: (1) FY2022 the Small Business Innovation Research (SBIR); and (2) FY2023 the Small Business Technology Transfer (STTR) programs of the Small Business Administration (SBA).
