Law and Government Legislation regarding 'Education of the disadvantaged' in Federal Government

Maximizing the Use of Federal Education Funds for Job Creation Act of 2007 - Authorizes states with unemployment rates that equal or exceed 125% of the national unemployment rate to consolidate or transfer, without limitation, any funds made available to them from specified formula grant programs under the Elementary and Secondary Education Act of 1965.

Minority Male Academic Achievement Study - Directs the Secretary of Education to: (1) commission a national study of underrepresented minority males, particularly African American and Hispanic American males, who successfully progress from high school through higher education; and (2) make specific recommendations to Congress and states on new approaches for increasing the number of minority males who make such progress and advance into careers in which they are underrepresented.

Makes corrections in the enrollment of H.R. 1429 (Improving Head Start for School Readiness Act of 2007) to require the Secretary of Health and Human Services to issue regulations that require Head Start agencies to implement policies and procedures to ensure that homeless children are identified and prioritized for enrollment.

Universal Prekindergarten Act - Directs the Secretary of Health and Human Services to provide grants to a designated state agency for development of universal prekindergaten programs for all children three, four, and five years old in the state.

Requires the state to: (1) match federal funds by at least 20%; and (2) submit with its grant application a plan to establish, coordinate, and implement a statewide universal prekindergarten program.

Authorizes state agencies to set aside up to 5% of a grant for ongoing professional development activities for teachers and staff of prekindergarten programs that wish to participate.

Veterans Upward Bound Improvement Act - Amends the Higher Education Act of 1965 to prohibit members of the Armed Forces Reserves who served on active duty in support of a contingency operation on or after September 11, 2001, from being deemed ineligible for participation in federal TRIO programs due to age. (TRIO programs prepare disadvantaged students for, and support their pursuit of, postsecondary education.)

Assessment Accuracy and Improvement Act - Amends the Elementary and Secondary Education Act of 1965 to allow states to require the use of adaptive assessments of student progress toward state academic performance standards that accurately assess student achievement above and below grade level while also measuring grade-level performance.

Defines an "adaptive assessment" as one that changes in difficulty in accordance with a student's performance, but reports its outcome on a scale common to all students.

Recognizes the importance of increasing the foster youth high school graduation rate.

Expresses concern that such rate is currently too low.

Supports efforts to improve such rate, including increased coordination between child welfare and educational agencies.

Education Research & Development To Improve Achievement Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award grants to research and development entities to develop, evaluate, and encourage the replication of innovations in core activities under title I (Improving the Academic Achievement of the Disadvantaged) of the Act, including: (1) instruction in mathematics, reading or language arts, and science; (2) school improvement and restructuring; (3) supplemental educational services; and (4) the Reading First program.

Recognizes College Summit, a nonprofit organization, for its dedication to increasing college enrollment rates in low-income communities.

Encourages the House Committee on Education and Labor and the Senate Committee on Health, Education, Labor, and Pensions to determine how to further College Summit's mission to increase the college enrollment rate of low-income students.

Amends the Elementary and Secondary Education Act of 1965 to require both the participation and performance of disabled children using reasonable accommodations, or the modifications they regularly use in daily classroom instruction as documented in their individualized education program or their plan under the Rehabilitation Act of 1973, to be counted in determinations as to whether local educational agencies and schools are making adequate yearly progress (AYP) toward state academic performance standards.

Access to Complete Education Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to local educational agencies (LEAs) to promote and strengthen as an integral part of the curriculum one or more of the subjects of music and arts, foreign languages, civics and government, economics, history, geography, and physical education and health.

Gives priority to LEAs that have greatest numbers or percentages of children from families below the poverty line.

Requires grantees to coordinate, to the extent practicable, their programs to promote or strengthen education in such subjects with opportunities provided by public or private cultural entities, including museums, education associations, libraries, and theaters.

Teachers at the Table Act - Amends title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to establish the Volunteer Teacher Advisory Committee to monitor the effects of such title (amended by the No Child Left Behind Act of 2001) in classrooms, with its focus solely on children and families.

Requires that committee membership consist of a diverse group of public school classroom teachers who are past or present Teachers of the Year.
