A bill to recruit, train, and support principals for high-need schools who are effective in improving student academic achievement. 11/19/2008--Introduced. National Principal Recruitment Act - Directs the Secretary of Education to establish a National Principal Recruitment program awarding matching grants to up to three partnerships each of which consist of a nonprofit organization working with a research organization and local educational agencies to: (1) recruit new principals for high-need schools and provide them with a year-long preservice residency and ongoing support and professional development; and (2) rigorously research, evaluate, and report on such activities so that successful practices can be replicated and each grantee's success in improving student academic performance can be measured. A bill to authorize a loan forgiveness program for students of institutions of higher education who volunteer to serve as mentors.

9/26/2008--Introduced.

Supporting Mentors, Supporting Our Youth Act of 2008 - Amends the Higher Education Act of 1965 to provide student loan forgiveness or cancellation under the Federal Family Education Loan or Direct Loan programs to student borrowers at institutions of higher education who volunteer to mentor an at-risk child for a period of at least one year.

Provides $10 of loan forgiveness or cancellation for each hour of mentoring, but limits such forgiveness or cancellation to no more than $10,000 and no more than five years of mentoring for each borrower.

A bill to improve the calculation of, the reporting of, and the accountability for, secondary school graduation rates. 9/26/2008--Introduced. Every Student Counts Act - Amends the Elementary and Secondary Education Act of 1965 to require, beginning by the 2011-2012 school year, states, local educational agencies (LEAs), and secondary schools annually to include on the report cards required under title I of the Act: (1) their four-year adjusted cohort graduation rate; (2) their cumulative graduation rate; (3) the number of students graduating in more than four years with a regular secondary school diploma; (4) the number of students who have been removed from the adjusted cohort; (5) the percentage of students from an adjusted cohort who remain in secondary school after four years; and (6) the percentage of secondary school students in each grade, except the graduating grade, prepared to advance to the next grade. National Hunger Relief Act of 2008 - Amends the Food and Nutrition Act of 2008 to revise, and provide for increases in, the annual October adjustments to the thrifty food plan upon which supplemental nutrition assistance program (formerly, the food stamp program) benefits are based.

Amends the Richard B. Russell National School Lunch Act to provide semiannual reimbursement rate adjustments for: (1) national school lunch and breakfast programs; (2) the special milk program; (3) the child and adult day care program; and (4) the summer food service program.

National Parents Corps Act of 2008 - Directs the Administrator of the Office of Juvenile Justice and Delinquency Prevention, subject to the availability of appropriations, to award a grant to a nonprofit entity (to be known as the NPCP Nonprofit Partner) to establish a National Parents Corps program to promote safety and combat youth violence and substance abuse in public middle or secondary schools.
