Law and Government Legislation regarding 'Defense budgets' in Federal Government

Expresses the the sense of the House of Representatives that: (1) the current U.S. economic slowdown is directly related to the enormous costs of the ongoing occupation of Iraq; and (2) Congress should move to redeploy U.S. Armed Forces and contractor security forces from Iraq as quickly and as safely as practical and refocus its efforts on addressing vital domestic priorities.

Directs the President to transition the mission of U.S. forces in Iraq to the following purposes: (1) conducting limited scope and duration operations against al Qaeda and other international terrorist organizations; (2) providing security for U.S. infrastructure and personnel; (3) training and equipping Iraqi security services and U.S. forces; and (4) redeploying U.S. forces from Iraq. Exempts such activities from the funding and redeployment provisions of this Act.

Directs the President to begin the phased redeployment of U.S. forces from Iraq.

Prohibits funds from being obligated or expended to continue the U.S. Armed Forces deployment in Iraq as of 120 days after the enactment of this Act.

Makes corrections in the enrollment of H.R. 1585 (National Defense Authorization Act for Fiscal Year 2008) concerning: (1) Navy construction and land acquisition projects, including costs of construction at Naval Station Bremerton, Washington; and (2) the general reduction of the amount authorized for base closure and realignment activities.

Declares that it is U.S. policy to commit a minimum of 4% of the nation's gross domestic product to the base defense budget in order to meet the fundamental national security requirements of the United States.

Congressional Oversight of Iraq Agreements Act of 2007 - Directs the Legal Advisor to the Secretary of State to provide Congress with the justification (including the constitutional authority) for the President's decision to deny Congress its constitutionally protected role by concluding an agreement on the future of the security relationship between the United States and Iraq as an executive agreement.

Expresses the sense of Congress that any bilateral agreement between the United States and Iraq involving "commitments or risks affecting the nation as a whole," including a status of forces agreement (SOFA), that is not a treaty approved by two-thirds of the Senate under Article II of the Constitution or authorized by legislation does not have the force of law. Prohibits the use of funds to carry out such an agreement.

Declares that it is U.S. policy to commit a minimum of 4% of the nation's gross domestic product to the base defense budget in order to meet the fundamental national security requirements of the United States.

Share the Sacrifice Act of 2007 - Amends the Internal Revenue Code to impose an Iraq War surtax on the net income tax liabilities of individuals, estates and trusts, and corporations. Exempts from such surtax: (1) members of the Armed Forces who have received combat pay after September 11, 2001; (2) survivors of military personnel who received a death gratuity; and (3) taxpayers with adjusted gross income not in excess of $30,000.

Directs the Secretary of Defense to report to Congress on contingency planning for the redeployment of U.S. forces from Iraq. Requires the report to include: (1) specified elements; and (2) contingency planning for each of the specified scenarios.

Nuclear Policy and Posture Review Act of 2007 - Directs the President to conduct a nuclear policy review to consider a range of options on the role of nuclear weapons in U.S. security policy.

Requires the Secretary of Defense to conduct a comprehensive review of the U.S. nuclear posture to clarify U.S. nuclear deterrence policy and strategy.

Expresses the sense of Congress that the President's review should be used as the basis for establishing future U.S. strategic arms control objectives and negotiating positions.

Prohibits the appropriation or availability of funds for the Reliable Replacement Warhead Program for FY2008-FY2010 until reports on the above reviews have been submitted to Congress.

Quadrennial National Security Review Act - Amends the National Security Act of 1947 to direct the President, every four years, to: (1) conduct a quadrennial national security review (QNSR) to set forth the long- and short-term security goals of the United States; and (2) report review results to Congress.

Establishes the QNSR Advisory Commission to assess such reports and the national security budget.

Directs the President to submit a national security strategy report at the same time that each QNSR is submitted.

Responsible Security in Iraq Act - Prohibits fund use to: (1) train the Iraqi Security Forces (as defined by this Act); or (2) sell or otherwise transfer arms to the Iraqi Security Forces unless specifically authorized by an Act of Congress enacted after the date of the enactment of this Act.

Declares that it is the policy of the United States not to: (1) establish any military installation or base for providing for the permanent stationing of U.S. Armed Forces in Iraq; and (2) exercise U.S. control over Iraqi oil resources.

Prohibits any funds made available by any Act of Congress from being obligated or expended to: (1) establish any military installation or base for providing for the permanent stationing of U.S. Armed Forces in Iraq; or (2) exercise U.S. economic control of the oil resources of Iraq.

Iraq Study Group Recommendations Implementation Act of 2007 - Expresses the sense of Congress: (1) that the President should formulate a comprehensive plan to implement the Iraq Study Group recommendations; (2) respecting diplomatic efforts in Iraq; and (3) respecting redeployment of U.S. combat brigades not necessary for force protection and other specified duties by the first quarter of 2008.

States U.S. policy respecting: (1) security and military forces in Iraq; (2) strengthening the U.S. military; (3) police and criminal justice in Iraq; (4) the oil sector in Iraq; (5) improving assistance programs in Iraq; (6) budgetary preparation; and (7) conditions for continued U.S. assistance to Iraq based upon the government of Iraq meeting specified milestones.

Requires the President to report to Congress every 90 days respecting such policies' implementation.

Guantanamo Bay Detention Facility Closure Act of 2007 - Directs the President to close the Department of Defense (DOD) detention facility at Guantanamo Bay, Cuba.

Prohibits (with exceptions) the use of funds appropriated for FY2007 or FY2008 for such facility or for the detention at such facility of any foreign national who was detained there on or after March 31, 2007.
