Law and Government Legislation regarding 'Presidents' in Federal Government

States that John Sidney McCain, III, is a "natural born Citizen'' under Article II, Section 1, of the Constitution of the United States.

Expresses the need for a comprehensive diplomatic initiative led by the United States, the Republic of Iraq, and the international community to ensure the establishment of a cohesive government in Iraq.

Expresses condolences to the number of Iraqis who have been killed, displaced, or wounded.

Expresses gratitude to the coalition forces and other international supporters for their contribution and sacrifice in the efforts to bring peace to Iraq.

Recognizes that the U.S. government owes a debt of gratitude to the men and women who have served in Iraq and who now deserve comprehensive rehabilitation and assistance.

Recognizes and honors the sacrifice of the members of the U.S. Armed Forces and their families on the fifth anniversary of the Iraq war.

Urges President George W. Bush: (1) not to enter into any long-term United States-Iraq strategic agreement without the approval of Congress; (2) to begin an immediate and safe redeployment of forces from Iraq; and (3) to live up to his responsibilities and adequately provide health care assistance to U.S. troops returning from Iraq and Afghanistan.

Requires the Chairman of the Senate Judiciary Committee to establish a timetable for the confirmation of judicial nominees that provides a hearing before the Senate Judiciary Committee within 30 days after the names of nominees have been submitted to the Senate and action by the Committee 30 days thereafter. Requires the Senate Majority Leader to establish a timetable that provides for action by the full Senate within 30 days after the Committee has reported out the nomination.

Authorizes the Committee Chairman and the Senate Majority Leader to extend the period for Committee and full Senate action, respectively, by up to 30 days for cause.

Recovery and Stability of Iraq Act of 2008 - Establishes within the Executive Office of the President the position of Iraqi Displacement Coordinator who shall identify programs that address the humanitarian needs of displaced Iraqis and who shall review, advise, support, and coordinate with the heads of appropriate U.S. departments and agencies, the government of Iraq, countries hosting displaced Iraqis in the region, the United Nations, and other involved nongovernmental and international organizations.

Directs the Coordinator to: (1) design a comprehensive strategy to address the needs of displaced Iraqis; and (2) encourage the government of Iraq to develop a long-term plan for the voluntary and safe return of displaced Iraqis to their homes.

Establishes a Joint Congressional Committee on Inaugural Ceremonies to make the necessary arrangements for the inauguration of the President-elect and the Vice President-elect of the United States.

Authorizes the use of the rotunda of the U.S. Capitol on January 20, 2009, by the Joint Congressional Committee on Inaugural Ceremonies in connection with the proceedings and ceremonies for the inauguration of the President-elect and the Vice President-elect of the United States.

Declares that the two Houses of Congress shall assemble in the Hall of the House of Representatives on Monday, January 28, 2008, at 9 p.m., for the purpose of receiving (the State of the Union Address from) the President of the United States.

Martin Van Buren National Historic Site Boundary Revision Act - Adjusts the boundary of the Martin Van Buren National Historic Site in the state of New York to include approximately 261 acres of land identified as the "PROPOSED PARK BOUNDARY" as depicted on the "Boundary Map, Martin Van Buren National Historic Site," dated January 2005.

Authorizes the Secretary to acquire such lands and interests from a willing seller.

Recognizes the foresight of President Theodore Roosevelt in using the Antiquities Act in declaring Muir Woods National Monument.

Recognizes the 100 years of careful preservation of America's Coastal Redwood forest within Muir Woods National Monument, and the natural and historical importance of the Monument in California and to the nation.

Constitutional Amendment - Authorizes the President to make a line item veto of any appropriation in any bill, order, resolution, or vote presented for signature into law.

Declares that any legislation the President approves and signs, after being amended with a line item veto, shall become law as so modified.

Requires the President to return those portions of the legislation that contain reduced or disapproved appropriations, with objections, to the House where such legislation originated.

Authorizes Congress to separately consider any reduced or disapproved appropriations in the manner prescribed under section 7 of Article I for vetoed bills.

Amends Internal Revenue Code provisions relating to the term of the Commissioner of Internal Revenue to: (1) provide that the five-year terms for Commissioners began with the term that commenced on November 13, 1997; (2) require subsequent terms to begin on the day after the previous term expires; and (3) permit individuals appointed to complete the unexpired term of a Commissioner to be reappointed to subsequent five-year terms. Makes such amendments effective as of the enactment of the Internal Revenue Service Restructuring Reform Act of 1998 (i.e., July 22, 1998).

Congressional Oversight of Iraq Agreements Act of 2007 - Directs the Legal Advisor to the Secretary of State to provide Congress with the justification (including the constitutional authority) for the President's decision to deny Congress its constitutionally protected role by concluding an agreement on the future of the security relationship between the United States and Iraq as an executive agreement.

Expresses the sense of Congress that any bilateral agreement between the United States and Iraq involving "commitments or risks affecting the nation as a whole," including a status of forces agreement (SOFA), that is not a treaty approved by two-thirds of the Senate under Article II of the Constitution or authorized by legislation does not have the force of law. Prohibits the use of funds to carry out such an agreement.

Revises federal coin design requirements for $1 coins honoring each of the Presidents of the United States. Transfers from the edge of such a coin to either the obverse or the reverse face the inscription "In God We Trust."

States that nothing in the Authorization for the Use of Military Force Against Iraq of 2002 (P.L. 107-243), any act that serves as the statutory authority for Executive Order 13382 or Executive Order 13224, any resolution previously adopted, or any other provision of law including Executive Order 13382 or Executive Order 13224 shall be construed to authorize, encourage, or in any way address the use of the U.S. Armed Forces against Iran.

Impeaches Richard B. Cheney, Vice President of the United States, for high crimes and misdemeanors.

Sets forth articles of impeachment stating that Vice President Cheney: (1) has purposely manipulated the intelligence process to deceive the citizens and Congress of the United States about a threat of Iraqi weapons of mass destruction, and about an alleged relationship between Iraq and al Qaeda, to justify the use of the U.S. Armed Forces against Iraq in a manner damaging to U.S. national security interests; and (2) has openly threatened aggression against Iran absent any real threat to the United States, and has done so with the U.S. proven capability to carry out such threats, thus undermining U.S. national security.

States that nothing in the Authorization for the Use of Military Force Against Iraq of 2002 (P.L. 107-243), any act that serves as the statutory authority for Executive Order 13382 or Executive Order 13224, any resolution previously adopted, or any other provision of law including Executive Order 13382 or Executive Order 13224 shall be construed to authorize, encourage, or in any way address the use of the U.S. Armed Forces against Iran.

Constitutional Amendment - States that Congress shall have the power to regulate the raising and spending of money, including through setting limits, for campaigns for nomination for election to, or for election to, federal office.

Gives a state the power to regulate the raising and spending of money for state or local ballot initiatives, referenda, plebiscites, or other similar ballot measures and campaigns for nomination for election to, or for election to, state or local office.

Gives Congress the power to implement and enforce this article by appropriate legislation.

States that any offensive military action taken by the United States against Iran must be explicitly approved by Congress before such action may be initiated.
