Amends the Public Health Service Act to make technical corrections to the Newborn Screening Saves Lives Act of 2007. Revises the authorizations of appropriations from FY2008-FY2012 to FY2009-FY2013.

Supports the goals and ideals of National Sarcoidosis Awareness Month.

Recognizes that sarcoidosis has played a prominent yet hidden role in America's workforce history.

Supports research efforts to better understand the links between sarcoidosis and specific occupations where sarcoidosis is disproportionately represented.

Honors the life and accomplishments of Professor John Archibald Wheeler, and expresses condolences on his passing.

Recognizes the profound importance of Dr. Wheeler's record as a pioneer in nuclear and theoretical physics and a long-time contributor to advancing mankind's understanding of the nature and workings of the universe.

Expresses support for the goals and ideals of Earth Day.

Encourages the Department of Energy to step up its efforts in research, development, and demonstration of renewable energy technology and energy conservation techniques.

Calls for all segments of American society to work together to ensure that the research and development necessary to uncover solutions to our major environmental problems occurs in a timely manner.

Expresses support for the goals and ideals of National Women's Health Week.

Recognizes the importance of: (1) preventing diseases that commonly affect women; and (2) federally funded programs that provide research and collect data on common diseases in women.

Calls on women to observe National Women's Check-Up Day by receiving preventative screenings.

Recognizes the International Year of the Reef (2008).

Supports strong programs in environmental and marine research at the National Oceanic and Atmospheric Administration (NOAA) and other federal agencies to better understand the threats faced by coral reef systems.

Supports the efforts of the International Coral Reef Initiative to promote public awareness and encourage public stewardship of the world's coral reefs.

Encourages further research and development efforts to preserve coral reefs around the world.

Honors the goals and ideals of National Cystic Fibrosis Awareness Month. Encourages early diagnosis and access to quality care for people with cystic fibrosis. Expresses support for research to find a cure by fostering an enhanced research program through a strong federal commitment and expanded public-private partnerships.

Recognizes: (1) National Public Health Week; (2) the efforts of public health professionals, first responders, states, municipalities, and local communities to incorporate measures to adapt health care systems to address impacts of climate change; and (3) the role of adaptation in preventing impacts of climate change on vulnerable communities, the potential for improvement of health status and equity through efforts to address climate change, and the need to include health policy in the development of climate responses.

Encourages: (1) further research, interdisciplinary partnership, and collaboration to understand and monitor the health impacts of climate change, for preparedness activities, and for improvement of health care infrastructure; and (2) every American to learn about the impacts of climate change on health.

Commends The George Washington University for hosting the 2008 Science Olympiad National Tournament for teams of students from middle schools and high schools across the nation.

Congratulates the Foundation on its innovation and vision in bringing together some of the finest minds in government, higher education, and industry to participate in the competition and applauds its commitment for encouraging solutions to some of the greatest challenges facing humanity.

Designates April 2008 as National Autism Awareness Month. Expresses support for increasing federal funding for autism research.

Stresses the need to begin early intervention services soon after an individual has been diagnosed with autism.

Expresses support for the federal government funding 40% of the costs needed to educate children with disabilities.

Recognizes the shortage of appropriately trained teachers and the importance of worker training programs that meet the needs of developmentally disabled individuals.

Expresses support for the goals and ideals of National Multiple Sclerosis Education and Awareness Month and invites states and U.S. territories and possessions to issue proclamations designating March 2008 as that month.

Reaffirms the nation's commitment to combating multiple sclerosis by promoting awareness about its causes and risks and by promoting new education programs, supporting research, and expanding access to medical treatment.

Recognizes all Americans living with multiple sclerosis, expresses gratitude to their family members and friends, and salutes the health care professionals who provide assistance to those afflicted and the researchers who continue to work to find cures and improve treatments.

Recognizes Green Bay Packers quarterback Brett Favre on the occasion of his retirement from the National Football League and commends his generosity to victims of Hurricanes Katrina and Rita, his work with Deanna Favre in breast cancer research, and his charitable work to benefit disabled children in Mississippi and Wisconsin.

Expresses support for the work of advocates, healthcare practitioners, and science-based experts in educating, supporting, and providing hope for individuals and their families affected by community and healthcare associated infections.

Expresses appreciation to all of the dedicated scientists, engineers, and program personnel who have contributed to the successful development and operation of the Landsat program for the continuous collection of space-based observations of the Earth's land cover by Landsat spacecraft over the past 35 years. Urges the continuation of such program and its long-term and comprehensive record of collecting global land surface data so as to sustain Landsat's value to scientific research, especially the study of global and climate change, and to the multiple applied uses of Landsat data for societal benefit.

Authorizes the presentation of a congressional gold medal to Francis Collins for his outstanding contributions in the fields of medicine and genetics.

Amends the Public Health Service Act to rename the National Institute of Child Health and Human Development as the "Eunice Kennedy Shriver National Institute of Child Health and Human Development."

Congratulates the American Association for Cancer Research on its 100-year anniversary celebration. Expresses gratitude for the Association's contributions toward progress in advancing cancer research.

Declares the month of May 2007 to be National Cancer Research Month to support the Association's public education efforts to make cancer research a national and international priority.

Maximizing the Use of Federal Education Funds for Job Creation Act of 2007 - Authorizes states with unemployment rates that equal or exceed 125% of the national unemployment rate to consolidate or transfer, without limitation, any funds made available to them from specified formula grant programs under the Elementary and Secondary Education Act of 1965.

Minority Male Academic Achievement Study - Directs the Secretary of Education to: (1) commission a national study of underrepresented minority males, particularly African American and Hispanic American males, who successfully progress from high school through higher education; and (2) make specific recommendations to Congress and states on new approaches for increasing the number of minority males who make such progress and advance into careers in which they are underrepresented.
