Create new sections of KRS Chapter 164 to establish the Kentucky 21st Century Scholars Program and Fund to provide enrolled students with up to 100 percent of the total cost of education at any state public college or university, minus the amount of any federal and state grants or scholarships the student receives if the student agrees to and refrains from illegally using drugs and alcohol during high school and college; set forth scholarship amounts available to students attending private or out-of-state institutions specify student eligibility requirements; direct the Kentucky Higher Education Assistance Authority to administer the fund and promulgate administrative regulations to administer the program; amend KRS 141.010 to provide an income tax deduction for tuition paid for postsecondary education, reduced by the amount the student was awarded in federal and state grants and scholarships.
