Let me be the first to congratulate the representatives of Missouri on finding a "solution" to the problem of what to do when breeders do not take responsibility for the product they produce. The solution, instead of the inhumane slaughter of these horses would be to demand that those who produce said horses would be held responsible for their care and if not care, humane euthanasia of the animal. Once again, we look for quick answers instead of answers that would continually produce the needed results.
