Federal employees are getting the shaft in areas not under locality pay and every year that this exists you will have a harder time keeping good employees in this area. While the Locality pay goes up each year our COLA has gone down creating an even larger chasm between the other 48 states and Alaska, Hawaii and US terratories. - Myrna Otero said11/10/2008
