DEBATE - The House proceeded with one hour of debate on H. Res. 633.

POSTPONED PROCEEDINGS - At the conclusion of the debate on H.Res. 633, the Chair put the question on adoption of the resolution and by voice vote, announced that the ayes had prevailed. Mr. McGovern objected to the voice vote based upon the absence of a quorum. The Chair postponed further proceedings on the question of adoption until later in the legislative day. The point of no quorum is considered as withdrawn.

The House Committee on Rules reported an original measure, H. Rept. 110-316, by Mr. McGovern.

Rule provides for consideration of H.R. 2786 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Measure will be considered read. Bill is open to amendments.
