DEBATE - The House proceeded with one hour of debate on H. Res. 404.

POSTPONED PROCEEDINGS - At the conclusion of the debate on H. Res. 404, the Chair put the question on adoption of the resolution and by voice vote, announced that the ayes had prevailed. Mr. Sessions demanded the yeas and nays and the Chair postponed further proceedings on the question of adoption until later in the legislative day.

The House Committee on Rules reported an original measure, H. Rept. 110-152, by Mr. Welch (VT).

All points of order against consideration of the bill are waived except those arising under clause 9 or 10 of rule XXI. It shall be in order to consider as an original bill for the purpose of amendment under the five-minute rule the amendment in the nature of a substitute recommended by the Committee on Financial Services now printed in the bill, modified by the amendment printed in the report of the Committee on Rules accompanying this resolution.
