DEBATE - The House proceeded with 10 minutes of debate on the Camp motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House forthwith with an amendment in the nature of a substitute relating to energy provisions.

Mr. Neal (MA) raised a point of order against the motion to recommit with instructions. Mr. Neal stated that the motion to recommit seeks to exceed the scope of the bill and the amendment is therefore, not germane. Sustained by the Chair.
