To amend the Internal Revenue Code of 1986 to exclude from income and employment taxes real property tax abatements for seniors and disabled individuals in exchange for services.

    This is a good bill that helps struggling seniors to pay their property taxes. In the property tax work-off program, they are willing to do helpful work for towns and cities at minimum wage (work assignments do not compete with union/regular workers duties but rather, support them). Helping seniors remain in their own homes provides stability to towns/cities; role models for younger families, volunteer resources to serve on boards/committees, provides, ultimately, more affordable housing as their homes, when they vacate, tend to be more modest. Further, amending the IRS code will mean little to the country's coffers but will even save money for the federal and state governments as elders who remain in their communities often draw on families and friends for support rather than agencies as they become frailer and more isolated.
