I think this is as wonderful bill. As a proud american I've been dissatified with the lack of continuity in this countries support for clean energy in the past and our subsequently lagging behind the rest of the world in this area. This bill is a great start. I was pleasantly supprized to see Texas issuing the wind leases in the Gulf of Mexico and to hear that the off shore wind projects off of Cape cod are moving forward again. I've heard that off shore wind generation has been hampered by governmental red tape, making this easier this would be another great target goal. If governmental regs have created the red tape I would think it within our power to remove it!!
