It shall be in order to consider as an original bill for the purpose of amendment under the five-minute rule the amendment in the nature of a substitute recommended by the Committee on Natural Resources now printed in the bill.

H.AMDT.980 Amendment (A001) offered by Mr. Grijalva. An amendment numbered 1 printed in House Report 110-573 to reiterate that nothing in the bill shall impede efforts by the Department of Homeland Security to secure the borders of the United States.
