Rule provides for consideration of H.R. 1286 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Measure will be considered read. Specified amendments are in order. The rule waives all points of order against consideration of the bill except clauses 9 and 10 of rule XXI. The amendment in the nature of a substitute recommended by the Committee on Natural Resources now printed in the bill, modified by the amendment printed in part A of the report, shall be considered as an orginial bill for the purpose of amendment.

House resolved itself into the Committee of the Whole House on the state of the Union pursuant to H. Res. 1317 and Rule XVIII.

H.AMDT.1109 Amendment (A001) offered by Mr. Bishop (UT). (consideration: CR H6371-6372; text: CR H6371) An amendment numbered 1 printed in Part B of House Report 110-744 to amend the language in the bill prohibiting the use of eminent domain by the Federal government to specifically prohibit the Federal government from acquiring, for the trail, from State or local governments, land acquired by a State or local government through its own use of eminent domain.

(consideration: CR H6372-6373; text: CR H6372) An amendment numbered 2 printed in Part B of House Report 110-744 to require the Secretary to complete and submit to Congress a report on the energy resources included in the Washington-Rochambeau Revolutionary Route National Historic Trail.

The instructions contained in the motion seek to report the same back to the House with an amendment to prohibit or hinder the development, production, conveyance, or transmission of energy.
