    This bill was written for the most part by Phillip Morris, which is why it does NOT give the FDA the authority it needs to control the sale of tobacco to the extent it should. Also, it is why the bill specifically exempts Menthol flavoring from control, as that would hurt the tobacco companies in their money vaults..
