The companies supported within the Bill as "scoring systems" providers are private companies and have no real incentive to provide the scoring service on equal ground to all. The incentive is built into the Bill for the scoring companies to sell to the higest bidder and convolude the process by doing so. Government should not rely on private companies to provide what they can provide themselves. Once the private company gets involved it becomes "all about the money". LEED's is so called sancioned by USGBC which is what other than another private company maskerading as a government agency. US most people would think means United States i.e. the government, where in the case with USGBC is just a name like UStile, or USflooring. All three companies; USBGC, GBC and LEED's are sister companies and are all privately owned and created to make profit not provide standards, codes, laws, or even oversight. USGBC i.e. LEED's has made millions across the country on what looks, smells and most likely is a scam. The have consistenly miss represented themselves as being sancioned by a viable governing authority and they have not been and should not be. There rating system is misleading, convoluded and can be purchased by the highest bidder with the illusion the building or project manager has acheived a particular level of "GREEN" awareness where in essence it's all about the money with them. It baffles me how easily with good marketing which USGBC have provided how everyone just jumps on the band wagon without asking questions.
