A bill to provide for the appointment of the Chief Human Capital Officer of the Department of Homeland Security by the Secretary of Homeland Security.

Amends the Homeland Security Act of 2002 to repeal a provision that includes the Chief Human Capital Officer among the officials of the Department of Homeland Security (DHS) to be appointed by the President.
