FIREFIGHTERS-SUBSTITUTES Amends the Illinois Municipal Code and the Fire Protection District Act. Provides that a person who has not qualified for a regular appointment shall not be used as a temporary or permanent substitute. House Amendment No. 1 Deletes everything after the enacting clause. Amends the Illinois Municipal Code and the Fire Protection District Act. Provides that a person who has not qualified for a regular appointment shall not be used as a temporary or permanent substitute unless mutually agreed to by the employee's certified bargaining agent. Provides that such an agreement shall be a permissive subject of bargaining.
