UTILITIES-RECIPROCITY Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Provides that the findings set forth in the provisions used by the Illinois Commerce Commission in determining whether to issue a certification for alternative retail electric supplier does not apply to applicants whose principal business and source of revenue are not the generation, transmission, distribution, or sale of electricity. House Amendment No. 1 Deletes everything after the enacting clause. Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Removes the requirement that the Illinois Commerce Commission, when determining whether to issue a certificate of authority, find that the applicant, its corporate affiliates or the applicant's principal source of electricity owns or controls facilities, for public use, for the transmission or distribution of electricity to end-users within a [...]
