Families Beyond Bars Act of 2008 - Authorizes the Attorney General to award grants to qualified organizations to carry out child-parent visitation programs that foster and develop familial ties between eligible children and their incarcerated parents.

Directs the Comptroller General to study and report to Congress on child-parent visitation programs.
