Relating to gambling; proposing an amendment to the Minnesota constitution,
article XIII, section 5 to permit the state to own and operate a casino and to
provide for management of the casino by a private entity; expanding duties of
the director of the state lottery to include operation of the casino; specifying
certain casino management contract requirements; creating the Minnesota capital
improvement fund for deposit of net casino proceeds for certain capital
improvements of the state, educational infrastructure and payment of debt
service on bonds
