establishing certain contract requirements for private student transportation services; requiring school bus drivers to be paid for actual time worked and the right to refuse operation of buses under certain conditions; authorizing certain state hospitals and institutions for persons who are mentally ill and developmentally disabled and county social service agencies providing child and vulnerable adult protection services to operate vehicles exempt from payment of registration tax and fees and without the required identification on the sides of the vehicle; allowing issuance of multiple sets of motor vehicle license plates for physically disabled persons upon approval of the state board on disability; allowing use of a temporary permit while awaiting delivery of license plates and eliminating the use of special plates; modifying the USDOT number registration process and use for certain trucks and truck-tractors; clarifying certain exemptions; requiring medium speed electric vehicles to be registered and titled; permitting the sale of impounded vehicles and contents after voluntary transfer under certain conditions; providing for written notice of impound and right to reclaim contents of impounded vehicles; defining spotter trucks and regulating use; modifying the definition of implement of husbandry (farm vehicles) to include a self-propelled or towed vehicle for timber harvesting, agricultural, horticultural or livestock raising operations; conforming hazardous materials to the federal definition; defining wireless communication device; defining medium speed electric vehicle; requiring motor vehicle drivers to move to the lane farthest away from parked road maintenance or construction vehicles; allowing probable cause peace officer citation for violations; identifying roads medium speed electric vehicles may operate; regulating use and prescribing method of registration of spotter trucks; prohibiting use of wireless communication devices (cell phones) for texting while operating a motor vehicle, specifying certain exceptions; modifying brake requirements for trailers or semitrailers and modifying certain gross vehicle weight restrictions; imposing penalties for forging or possessing false commercial motor vehicle inspection decals; regulating display of vehicle license plates; requiring vehicles displaying tax exempt plates to have vehicle identification markings; providing for certain size, weight, and load restrictions for implements of husbandry; modifying the gross vehicle weight requirement; modifying certain provisions relating to tow trucks or towing vehicles; modifying the definition of school bus to include type III school buses; conforming hazardous materials and school bus endorsement provisions to the federal definition; providing an operator drivers license exemption for commercial motor vehicles operated on behalf of the federal government; authorizing certain licensing exceptions for type III school bus drivers under certain limited conditions; providing an operator drivers license exemption for commercial motor vehicles operated on behalf of the federal government; placing additional eligibility requirements for operation of motor vehicles by holders of provisional drivers licenses; imposing penalties for falsifying an entry in a logbook or schedule by a person approving the application; placing additional restrictions on the operation of motor vehicles by holders of provisional drivers licenses; requiring the commissioner of public safety to adopt rules for persons enrolled in driver education programs requiring a course of instruction on awareness and safe interaction with commercial motor vehicle traffic; increasing the speed limit for the nonrecording of certain speeding convictions; requiring motor vehicle commercial operators to notify the department of public safety division of driver and vehicle services of convictions in conformance with federal regulation; requiring notification to employer of conviction for violation and license suspension for violations; requiring the commissioner of transportation (DOT) to appoint a deputy commissioner/chief engineer and requiring the deputy/chief engineer to be a licensed professional engineer; requiring the commissioner of transportation (DOT) to prioritize for state funding certain transportation projects in the metropolitan area awarded federal funding through the federal surface transportation program; requiring the commissioner of transportation (DOT) to develop and implement a transit service needs implementation plan containing a goal of meeting certain percentages of unmet transit service needs by certain dates, specifying plan requirements; requiring the commissioner to annually submit a legislative report on transit services outside the metropolitan area, requiring metropolitan council assistance for reporting, specifying report content requirements; making motor carrier out of service orders conform to federal regulation for enforcement purposes; making monetary penalties for railroad-highway grade crossings of motor carrier violations conform to federal law; modifying household goods carrier provisions; conforming state trooper law enforcement powers and duties to federal regulation regarding uniform out of service criteria; requiring the council to include a special transportation service assessment of progress toward meeting the American with disabilities (ADA) paratransit ridership needs identified by the council, specifying assessment coverage requirements; requiring the metropolitan council to maintain a centralized location on an internet web site for each light rail transit line operated by the council; eliminating the prohibition by the department of transportation, metropolitan council and county regional railroad authorities to study and plan activities for the Dan Patch commuter rail line; requiring a report to the legislature by a certain date and annually on the urban partnership agreement; requiring the commissioner of public safety to submit a proposal to the legislature by a certain date on the use of credit and debit cards; authorizing the city of Minneapolis to by ordinance restrict or prohibit the use of engine brakes on motor vehicles along I-394 under certain conditions; requiring the commissioner of transportation (DOT) to erect appropriate signs upon notification by the city; requiring the commissioner of transportation (DOT) to accept the low bid amount among any cancelled bids for a cooperative road construction project involving a city of the first class located outside the metropolitan area; requiring the commissioner of transportation (DOT) and the metropolitan council to reference in planning or study documents any commuter rail or other transit service proposal along or near trunk highway#12 as the Little Crow transit way; transferring jurisdiction of legislative routes #295 and 335 to the city of St. Peter after receipt of a notice of transfer by the commissioner of transportation (DOT); specifying certain route deletion instructions to the revisor of statutes; "Joey's Law"; transferring a trunk highway right-of-way in Otter Tail county to the state rail bank, providing a land parcel description; requiring the commissioner of transportation (DOT) in consultation with the pollution control agency (PCA) to report to the legislature by a certain date on the impacts of different methods of applying road salt and other deicing methods on the streams, rivers and lakes in the state;
