Amend KRS 161.550 to allow KTRS to request additional state appropriations sufficient to discharge the system's unfunded liability over a thirty year period; amend KRS 161.420 to increase the state appropriation for retiree health benefits for teachers hired on or after July 1, 2008, by an additional percent of payroll.
