Protecting Patients and Health Care Act of 2008 - Prohibits the Secretary of Health and Human Services from finalizing, enforcing, implementing, or taking other action in furtherance of specified proposed regulations regarding conscience clause protections for health care workers and facilities (under the authority of provisions commonly referred to as the Church Amendments and the Weldon Amendment).
