Amending the Rules of the House of Representatives to establish the House Ethics Commission.

Establishes within the House of Representatives an independent House Ethics Commission.

Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House to revise the duties of the Committee on Standards of Official Conduct to conform with this Act.
