Commemorates the 12th anniversary of the 1996 shooting down by the Cuban regime of two unarmed civilian aircraft flown by the Brothers to the Rescue. Condemns the shooting down of such aircraft and the murders of Armando Alejandre, Jr., Mario de la Pena, Carlos Costa, and Pablo Morales.
