SCS/SB 1183 - This act modifies the membership on the Missouri Housing Development Commission. The membership of the commission is increased from 10 members to 13 members. Instead of selecting 6 members, the governor shall select 9 members. The act specifically provides that no statewide officeholder shall be an officer of the commission. The Governor shall appoint one member from each of the nine congressional districts. The act also provides that the commission shall adopt a code of conduct which shall govern the conduct of its members. The code of conduct shall, in addition to other ethical matters, address conflict of interest issues. The commission shall also establish conflict of interest rules which require public disclosure of financial arrangements between the commissioners and housing developers.
