Reestablishes the United States Census Bureau as an independent establishment in the executive branch, effective January 1, 2012.

Requires the Bureau Director to be appointed by the President without regard to political affiliation for a five-year term.

Provides for: (1) the transfer of functions, personnel, assets, and liabilities of the Bureau under the Department of Commerce; (2) transition rules; and (3) appointment of an Inspector General for the Bureau.
