EPA-LOCAL HEALTH DEPARTMENTS

Amends the Environmental Protection Act. Authorizes local health departments to aid in investigations, make recommendations, and initiate enforcement actions concerning permits for community-based wastewater systems. Provides that, as part of its review process, and for ongoing oversight, local health departments are authorized to charge a reasonable fee to the wastewater system owners.
